So when starting Steam, by default you get this super annoying popup pushing all kinds of new deals. Quite annoying if you ask me, since I typically start Steam so I can start playing a game - and not watch unwanted ads.
You can however disable this (the Steam GUI is serious mess end super NOT intuitive - Valve: time to fix this shit show!):
Open Steam and go to the Steam menu. In the drop down select "Settings" (Windows) or "Preferences" (Mac).
In the Settings window, go to the "Interface" section and disable the last option in the list "Notify me about additions or changes to my games, new releases, and upcoming releases".
