Mac mini (2009), Apple logo, no progress bar, doesn't respond to keyboard, no sounds.

Hi, I'm completely new to Macs.
I acquired a Mac mini (2009)
When I switch it on I get the Apple logo, no progress bar, no response to keyboard, no sounds.
I've left it running for an hour with no change.
Holding the power button for a while turns it off.
Could someone please tell me what the problem might be and some tests I could perform?

Never worked with a Mac Mini, but maybe this helps:
You already did the obvious trick, hard reboot.
Did you try this with everything (Except screen/keyboard/mouse) disconnected?
So remove USB sticks, printers, network, etc.
If that still doesn't work: During boot keep Command + R pressed to get to the Recovery screen (assuming this is an Intel Mac).
Here you can select Disk Utility and if needed recover or reinstall macOS.

@hans Unfortunately it doesn't respond to Command + R.
I am using a windows keyboard. I assume it's windows key + R.

With a windows keyboard: try Win + R (you already tried this) or ALT + R
(depends a little on your config - I use a Windows keyboard as well, and on mine it's ALT+R, but I may have modified that)
