The handy network tool "Network Utility" could be found in the "Utilities" folder that resides in your "Applications" folder. At least that was the case with older MacOS X version .... not so much with Mavericks (why did Apple change that?).
In OS X Mavericks, "Network Utility" can be found in the Applications folder of the CoreServices folder (/System/Library/CoreServices/Applications/).
