For certain development environments, like Lazarus, XCode Commandline tools are needed.
The usual way, by clicking the tools in the Download window, does not seem to exist in XCode 5.x anymore (Mavericks/10.9 and newer).
It's easy to install with 5.x thought ... in a Terminal window type:
xcode-select --install
A window will open where you have to click "Install" ...
