Indy, which comes with Delphi and I believe there are ports for Lazarus as well, comes with a neat little function to encode or decode a URL.
By simply including "IdURI" to your uses clause, you can use it to encode or decode a URL string.
uses
IdURI;
..
begin
S := TIdURI.URLEncode(str);
//
S := TIdURI.URLDecode(str);
end;
