The Motorola Droid X (yeah, I know, it’s an old phone) has an activation screen that you’ll have to pass before you can even use it as a WiFi only device.

Mine is a Verizon model and it took me a while to find the trick.

It’s surprisingly simple: start in the upper left corner and tap each corner of the screen clockwise. Next you have to follow the instructions to setup WiFi. After that the device remains “unlocked” so you can use it as a WiFi only Android device.
